PILOT LIGHT: Sewer Fees Set to Climb

Rate increases for users of the Moore County Wastewater Treatment Plant go into effect with the new fiscal year July 1.

The new fee schedule reflects a 6 percent increase.

Public Works Director Marcus Jones told the Board of Commissioners at a June meeting that an earlier schedule contained an error that made it appear there was no increase in rates. He asked the board to approve the corrected fee schedule as adopted through the 2006-2007 budget ordinance.

The commissioners approved the new fee schedule as part of the consent agenda.

BRAC -- The county has approved bylaws for the Base Realignment Commission Regional Task Force, which is to represent Moore County in dealing with the restructuring expected with expansion of the Fort Bragg complex in coming years.

Interim County Manager David Cotton advised the commissioners that the expansion may bring as many as 20,000 new people into counties adjoining Fort Bragg. The newcomers will include military personnel, their dependents and contract personnel.

"It is still too early in the planning process and the total impact will most certainly fluctuate," Cotton said.

He said that participation in this regional task force would provide Moore County with the opportunity for input and direct knowledge of planning, funding and other resources.

Cotton has been representing the county in planning meetings at Fort Bragg.

RURAL CENTER -- Moore County has officially asked the N.C. Rural Center to extend the $400,000 grant for a drought relief project providing an interconnection for the Pinehurst portion of the county water system with the East Moore Water District.

Overall cost for the interconnection is estimated at $1.2 million, and the Rural Center grant is to offset part of the cost. The construction has been authorized but not completed.

East Moore Water District buys water from Harnett County, and the interconnection will enable the county to provide additional water to the Pinehurst system, which encounters periodic water supply issues. Pinehurst constitutes the largest consumer base in the county system.

The Board of Commissioners voted unanimously at a June meeting to authorize Board Chairman David Cummings to execute a letter requesting the extension.

INSURANCE -- Moore County will continue to provide workers' compensation and liability insurance coverage through the North Carolina Association of County Commissioners Joint Risk Management Agency.

The Board of Commissioners approved the new agreement through the consent agenda at an earlier meeting.

For 2006-07, the liability and property insurance premium will be $639,547, workers' compensation premium $346,052.

EASEMENT -- In keeping with a request from a private property owner, the Board of Commissioners has asked Interim County Manager David Cotton to examine an easement issue at the airport and to make recommendations to the commissioners as early as the July 17 meeting.

The request from Pinehurst Area Realty calls for the county to grant access and utility easement from property at the northeast quadrant of the N.C. 22-Airport Road intersection, where plans are underway for realignment of the two roads by the N.C. Department of Transportation to enable the airport to expand and comply with federal safety regulations. The signal light intersection is to be converted into a traffic circle.

The commissioners asked a number of questions about the access issue and also wanted to know if other properties in the area might be making similar requests in the future.
