PILOT LIGHT: Area A Boundaries Could Change

The Moore County Planning Department is considering a few changes in the boundaries of the Small Area Plan A.

In an update to the Board of Commissioners on June 19, Planning Director Andrea Surratt reported that her office has received requests to alter the boundaries by adding an area near Eastwood and removing areas south of Foxfire Village, north of N.C. 211 and west of N.C. 705.

Surratt reported that attendance at four Small Area A introductory meetings exceeded expectations a few weeks ago. Attendance totaled 205 at sessions held at West End School, Jackson Springs Community Center, West Pine School and Eagle Springs Fire Department.

Board Chairman David Cummings asked Planning Board Chairman Harry Huberth to secure recommendations for membership on an Area A steering committee and for area boundaries as soon as possible.

These recommendations will be presented to the commissioners for appointment. Cummings also asked for planning recommendations for a chairman and a vice chairman for the committee.

IMPRESSED -- Surratt gave a similar update at the June meeting of the Planning Board.

Huberth said he was impressed with the turnout at the meetings called to determine interest and to focus on major concerns of residents.

The county is working on a Small Area Planning process that, once complete, will encompass all unincorporated areas of the county. The purpose is to develop a mini-land-use plan for specific communities within the county.

Area A, the first of several such plans, covers the unincorporated communities in and around West End, Seven Lakes, Eagle Springs and Jackson Springs. It does not include any incorporated municipalities.

RSVP -- Moore County has approved RSVP grant funds for the 2006-07, 2007-08, and 2008-09 fiscal years from the Corporation for National Service.

The total is $111,045 to be allocated in three installments for use in volunteer recognition, volunteer recruitment, volunteer insurance, volunteer mileage reimbursenent and support to member agencies. The grant requires a local match of no less than $11,105 a year.

The Retired Senior Volunteer Program was established in 1987 and is now administered through the Moore County Department of Aging.

In the first nine months of 2005-06, RSVP had 475 volunteers who served 32,291 hours in 35 active volunteer stations. If they had been paid wages commensurate with the service, it would represent a value of $582,530 to the people of Moore County.

HEARINGS -- The Pinehurst Village Council will hold public hearings on proposed amendments to its development ordinances affecting residential districts, starting at 1 p.m. Tuesday at the Village Assembly Hall.

The advisory Planning Board has proposed new architectural and landscaping standards for new single-family residences in the R-10, R-15 and R-20 zoning districts.

The changes come as a result of a series of round-table discussions in 2005 by home builders and village officials.

Hearings will also be held on amendments to the well field development regulations proposed by the village and definitions and regulations governing nonconforming mobile home parks in Pinehurst.

Two mobile home parks were in existence before the village outlawed them. The village allows only individual mobile homes, that some call modular units, on individual residential lots.

The council's regular work session will be held at 9 a.m. Tuesday in the Village Hall conference room. Among the agenda items is a discussion of a "recognition policy" for the village, and adoption of a resolution supporting the N.C. Department of Transportation improvements at N.C. 5 and N.C. 2, and at N.C. 2 and Carolina Vista.

PERSONNEL -- As part of the consent agenda at a June 19 meeting, the commissioners approved revisions to the Classification and Pay Plan incorporating the 3.8 percent across-the-board pay increase approved as part of the 2006-07 budget.

In a related matter, the board approved the Personnel/Pay Plan of Local Reporting Form for the Office of State Personnel.

The board was advised that the Office of State Personnel requires counties to submit an annual salary plan reporting form for all classifications subject to the State Personnel Act. Positions included in the classifications are within the social services and health departments.
